We_ve been tracking a developing story out of Japan concerning last year_s nuclear meltdown.An independent panel has released its long-awaited report on the Fukushima Daiichi disaster, and the document doesn_t mince words Erica.OH BOY, not at all Investigators say it was a completely man made disaster.This is your NEWS OFF THE TOP The Japanese parliament report pins the blame for the March 11th meltdown on the plant_s operator, nuclear regulators, and Japan_s own government. All three failed to develop the most basic safety requirements. TEPCO, the plant operator, is being blamed for poor employee training. The report found that the lack of knowledge of TEPCO workers dramatically reduced their ability to effectively deal with the crisis.Investigators also concluded that the direct causes of the accident were all foreseeable prior to March 11th 2011. One of the more interesting points the report made was about Japanese culture and how it contributed to the disaster. A fear of questioning authority, reflexive obedience, and a devotion to (make quotations) sticking with the program all contributed to a crisis the report admits was Made in Japan. Mexico_s election controversy continues. Electoral authorities have decided to recount ballots cast at more than half of polling stations after finding suspicious inconsistencies. This after second-place finisher Andres Manuel Lopez Obrador questioned the results and demanded a recount.Obrador has accused election winner Enrique Pena Nieto of breaking election rules. Nieto_s also denied allegations of vote buying. This is not the first time Obador has fought election results. He launched street protests after narrowly losing the 2006 presidential race to Felipe Calderon.Whistleblowing website WikiLeaks is in the headlines again, this time publishing 2-point-4 million emails from Syrian officials. Among the findings so far is the tight relationship between the regime of Bashar al-Assad, and a noted Italian arms and communications company.Apparently, Finmeccanica n which is 30-percent owned by the Italian government n sold the Syrian government an interception-proof communications system worth 50-million dollars. They also sent engineers to train police and the military to use the technology earlier this year. WikiLeaks founder Julian Assange says further documents will embarrass not only Syria, but their opponents as well.
